Is the solar date of a lunar birthday the same every year?

No. A lunar year is about 354 days, roughly 11 days shorter than a solar year, and leap months (about once every 3 years) keep them aligned. So the solar date of a fixed lunar birthday drifts by 10-30 days each year. For example, the 15th day of the 1st lunar month fell on 24 February in 2024 but 12 February in 2025.

Why does the lunar calendar have leap months?

The lunar calendar follows moon phases, about 29.5 days per month, so 12 months total about 354 days — about 11 days short of the solar tropical year. Without the extra months, the first lunar month would drift into summer after about 17 years. Ancients set the rule of "7 leap months in 19 years", adding a 13th month in leap years to keep lunar years roughly aligned with the seasons.
