Why do drive labels and OS display differ?

Drive makers use decimal (1KB=1000B) while the OS uses binary (1KiB=1024B). For a 1TB drive, makers count 1000⁴ = 1,000,000,000,000 bytes, while the OS shows about 931 GiB using 1024⁴. This is a normal unit difference, not a "shrinking" drive.
